Do I need Power BI licenses for every user?
Not for people who only view dashboards on the portal. Licensing for the people who build the reports is assessed case by case in the proposal.
Can I use dashboards I already have?
In most cases, yes. Migration of existing dashboards is assessed during the initial review.
Who manages access and data refresh?
P1P, as part of the managed BI service.
